A third generation auto dealer, Dickie began his automotive career in 1955 by working part time in the service and parts departments while attending school. Working as service manager, sales manager, vice president and general manager acclimated Dickie with each department before becoming the dealer operator of two dealerships, Terrebonne Motor Company and Dick Barker, Inc. in Houma.

Dickie was chairman of the Louisiana Motor Vehicle Commission and represented District 3 on the commission from 1973-81. He played a key role in negotiating a settlement for Louisiana auto and truck dealers pertaining to inventory tax. He served on the Board of Directors of Louisiana Dealer Services and was the secretary/treasurer.

Active in governmental affairs, Dickie was appointed to the Governor's Committee of 100 in 1985. Elected a member of the Terrebonne Parish Democratic Executive Committee in 1987, he was president from 1973-80 of the Terrebonne sParish Board of Supervisors.
